What has changed after the second monitoring in the municipalities? What is the progress? What challenges remain?
The third monitoring of the Roadmap for Public Administration Reform (PAR) has been completed. A press conference was devoted to the discussion of the monitoring results, which was attended by 20 representatives of various media outlets. The monitors provided the journalists with important information about the changes identified during their work.
The meeting was organized by the project partner – Imereti Scientists’ Union "Spectri".
The work is carried out in the framework of the project “A common forum for CSOs from Guria, Imereti and Racha-Lechkhumi for PAR Roadmap monitoring”.
During the ordinary meeting of the competition committee, 16 project proposals were discussed. The projects were developed by the Civil Society Forum Member Organizations in frames of a small grants competition.
By the decision of the commission, project applications of Lanchkhuti organizations (Georgian Rural Hall and Lanchkhuti Information Center) will be financed at this stage.
The decision about financing of other organizations will be made by the tender committee after adjusting the projects.

After online activities during pandemic, the representatives of civil society organizations from 8 municipalities gathered in Kutaisi. The training was devoted to the issues of lobbying. Actual cases were discussed along with other important issues. The interactive work was conducted by the trainer Elisabed Sopromadze and according to the participants, it was useful and productive day for them.

Signing of the declaration was interesting. During a meeting in Kutaisi, representatives of the project partner organizations, CSOs and media unanimously supported the declaration, which aims to promote efficiency, transparency and inclusiveness of public administration in target municipalities.

The innovative and interesting project “Online Vote-O-Meter for 2020 Georgian Parliamentary Elections” has come to an end. On March 25, a final conference was held online with participation of about 60 people.
The project participants shared the experience gained in the process of implementing the “Voter’s Advice Application” application and talked about the introduction and use of similar platform during future elections.
The guests were actively involved in the discussion and expressed their opinions regarding the importance of the application in terms of informing the population and increasing political trust, as well as the need for its introduction during the elections of local self-government and prospects for the future.
The meeting of Bagdati working group was devoted to the discussion of the provisions of ethics of the municipality. The meeting was also attended by invited guests who are competent in this issue. The meeting was held on the backdrop of active discussions. It was decided to accept the identified recommendations and to post the final version on the municipality's website in a week. Thus, the document will be available to everyone so that they can express their proposals before approval.

Implementation of the action plan is one of the goals of Terjola working group. Several issues have already been completed, which were envisaged in the plan. Now they are working on the implementation of a participatory budget. The meeting, held in the municipality, discussed this issue and the following activities were planned: consultation with the Mayor, determination of the funds, formation of a competition commission, announcement of a competition. They are trying to resolve this issue by the end of April, so that soon one more point is fulfilled in the action plan.

The working group met in Khoni City Council for the ordinary meeting. The group members discussed the implementation of the action plan. There are two important issues among those, to be addressed - the development of an anti-corruption plan and a code of ethics. It was decided that, first of all, they will actively work on the code of ethics. A consultation meeting was scheduled and the final version of the code of ethics will be presented at the next meeting.

The next meeting of the Project Coordination Council was held today. The meeting discussed the current project activities, in particular the process of preparing the third monitoring of the report on public administration reform, the next training scheduled in March for the member organizations of the Forum and other future plans.
